Sam & Sons Services is a Virginia-licensed contractor serving the City of Manassas, based in Alexandria and working across Northern Virginia since 1999. Manassas is an independent city, so building and trade permits are issued by the City of Manassas Community Development Department through the city's own online portal, and Prince William County has no part in it. The city also supplies its own water and runs its own municipal electric utility. Plumbing, heating and cooling, electrical, home repair and remodeling all sit under one license here.

Plumbing, HVAC and electrical help in Manassas

Almost everything worth knowing here follows from one fact: Manassas is an independent city, not part of the county surrounding it. Permits, water, sewer and even electricity are arranged differently from the Fairfax County communities most contractors are used to.

Electrical
Panels, circuits, devices, lighting and vehicle charging, coordinated with a city electric department.
Plumbing
Heaters, drains, sewer laterals, fixtures, gas piping and buried service lines.
Heating and cooling
Furnaces, heat pumps, air handlers, condensers, thermostats and ducts.
Handyman and home repair
Doors, windows, trim, siding, roofs, decks, drywall and paint.
Remodeling
Kitchens, bathrooms, basements and additions in a single contract.

Manassas runs its own electric utility

This is the detail that separates Manassas from almost every other address on our list. The city operates a municipal electric utility alongside its water and sewer systems. An electrician working inside the city limits is dealing with a city-owned electric department, not Dominion — a different body for service connections, meter work, temporary disconnects and reconnects, and a different number to call when a job needs the service dropped.

The city Utilities Department is on 703-257-8219, with an after-hours line on 703-257-8353. Anything touching the service entrance — meter base, mast, riser, panel swap — is scheduled around that department rather than a regional utility's queue.

Electrical work in Manassas: panels, circuits and chargers

A service upgrade is not simply bigger breakers. It is a load calculation, a permit, a city inspection and a coordinated disconnect with the municipal electric department. See electrical panel upgrades.

Manassas permits go to the city, not Prince William County

Building, trade and occupancy permits inside the city are issued by the City of Manassas Community Development Department on 703-257-8278, and applications run through the city's EnerGov self-service portal. County offices have no jurisdiction here, which matters if a contractor quotes on the assumption that a Prince William County permit will cover the work.

Our office pulls and processes the permit and holds the closing portion of the contract until the city inspector passes the job. Gas line installation and water heater replacement are both permitted work.

Where Manassas water comes from

The city runs its own water system. The primary source is Lake Manassas, an impoundment on Broad Run in western Prince William County, treated at the City of Manassas Water Treatment Plant. A secondary supply is purchased from Prince William Water, drawn from the Potomac and treated at Fairfax Water's James J. Corbalis plant.

That is a different supply from the Fairfax Water system serving most of our other towns, so hardness figures published for Fairfax County do not apply here and we do not quote them at Manassas addresses. Chemistry is confirmed on site before recommending water heater installation or any treatment, and before a fixture is blamed for it: a kitchen faucet that drips, a bathroom faucet with a weak stream or a shower valve that turns stiffly can be scale, a worn cartridge or excess pressure, and the diagnosis decides the part.

UOSA treats Manassas sewage

The City of Manassas is one of four member jurisdictions of the Upper Occoquan Service Authority, alongside Prince William County, Fairfax County and the City of Manassas Park. UOSA's regional plant sits in western Fairfax County and is rated at 54 million gallons a day, discharging to the Occoquan watershed that ultimately supplies drinking water downstream.

A watershed feeding a reservoir is a poor place for a leaking lateral. Recurring main-line backups deserve inspection through sewer line repair rather than repeat cabling; one slow fixture is drain cleaning. Two smaller faults sit in front of the lateral altogether: a trap or basket strainer weeping under the counter is kitchen sink repair, and a bowl that fills without emptying is clogged toilet repair.

Historic districts and exterior work in Manassas

The city has three historic overlay districts. The Manassas Local Historic District covers roughly 2.5 square miles and more than 300 structures across downtown and the neighborhoods around it. The Liberia Mansion Historic District covers 18 acres around a mansion built in 1825, and the Mayfield Fort Historic District covers 11.5 acres.

Inside those districts, construction, reconstruction, substantial exterior alteration, demolition or relocation requires a Certificate of Appropriateness from the Architectural Review Board, handled through Planning and Development on 703-257-8247. That review sits in front of exterior projects such as front door replacement, window repair and replacement, siding repair and roof repair, and the review timetable belongs in the schedule from the start. The same goes for a storm door on a street-facing entry and for concrete step and walkway repair in view of the pavement, and for commercial premises in the district — commercial plumbing for a shop or restaurant follows the city permit route, with the Board added whenever the work shows on the outside. Work that stays indoors, such as interior door fitting and installation, a pocket door jammed in its wall or bathroom regrouting and recaulking, is not an exterior alteration, so that review does not arise.

Frequently asked questions

Who supplies electricity in the City of Manassas?

The city itself. Manassas operates a municipal electric utility alongside its water and sewer systems, so an electrician working inside the city limits coordinates with a city-owned electric department rather than with Dominion. The Utilities Department is on 703-257-8219, with an after-hours line on 703-257-8353. Anything touching the service entrance is scheduled around that department.

Who issues building and trade permits in Manassas?

The City of Manassas Community Development Department, on 703-257-8278, with applications submitted through the city's EnerGov self-service portal. Manassas is an independent city, so Prince William County has no role inside the city limits. We pull and process the permit ourselves and hold the final portion of the contract until the city inspector passes the work.

Where does Manassas drinking water come from?

The city's own system. Hardness figures published for the Fairfax Water system do not describe this supply.

Where is wastewater from Manassas treated?

At the Upper Occoquan Service Authority. The City of Manassas is one of UOSA's four member jurisdictions, with Prince William County, Fairfax County and the City of Manassas Park. The regional plant is in western Fairfax County and is rated at 54 million gallons a day. Its discharge goes to the Occoquan watershed, which supplies drinking water further downstream.

Do I need approval before changing the outside of a house in Manassas?

Inside the city's historic overlay districts, yes. Construction, reconstruction, substantial exterior alteration, demolition or relocation requires a Certificate of Appropriateness from the Architectural Review Board, through Planning and Development on 703-257-8247. The districts are the Manassas Local Historic District, around 2.5 square miles and over 300 structures, plus the Liberia Mansion and Mayfield Fort districts.

Which towns near Manassas do you also work in?

Manassas Park, Centreville and Chantilly are the closest on our list, and Sam & Sons Services covers the rest of Northern Virginia from an office in Alexandria. The same Virginia DPOR class A contractor license and the same five trades apply in every one of them, although the permit office and the utilities change from jurisdiction to jurisdiction.
