Sterling is an unincorporated community in Loudoun County, not Fairfax County, which changes both the permit office and the utility. Residential permits are issued by Loudoun County Building and Development through the county LandMARC system, and public water and sewer come from Loudoun Water. Sam & Sons Services is a Virginia-licensed contractor covering Sterling for plumbing, heating and cooling, electrical, handyman and remodeling work, operating from Alexandria across Northern Virginia since 1999.
Plumbing, HVAC and electrical trades in Sterling
Sam & Sons Services LLC holds Virginia DPOR class A contractor license #2705070610 and runs five trades with its own licensed people: plumbing, heating and cooling, electrical, handyman and home repair and remodeling. One contract, one warranty, one number — (703) 256-8080.
Prices are never given by phone. An estimator attends the property and issues a written price before work starts. Our labor carries a one-year warranty; drain cleaning and drain repair sit outside it.
Sterling permits go through Loudoun County, not Fairfax
Sterling is a census-designated place in Loudoun County — confirmed on the county’s own CDP map and by the US Census Bureau. It is unincorporated, so no town permit applies and everything runs through the county.
- Loudoun County Building and Development issues residential permits, from its Leesburg office, on 703-777-0220.
- LandMARC is the county’s online application system, and the county notes that all residential permit types include the word *Residential* in the title.
- No town layer. Unlike the incorporated towns elsewhere in our service area, a Sterling address has one authority to satisfy, not two.
Where a permit is required — water heater replacement, gas work, a service line, a panel change, most mechanical replacements — we pull and process it ourselves, and the final portion of the contract waits on the inspection.
Loudoun Water supplies Sterling’s water and sewer
Loudoun County states that Loudoun Water provides public water and sewer service to county residents living outside the incorporated towns, within designated service areas, while rural properties rely on private wells and onsite wastewater systems. Loudoun Water draws from the Potomac River, through the Trap Rock Water Treatment Facility at Leesburg that opened in May 2019, and from Goose Creek.
On the wastewater side, eastern Loudoun is treated at the Broad Run Water Reclamation Facility, handling around 10 million gallons a day against a 16.5 MGD capacity — plant capacity that was built in part to reduce the load sent to the Blue Plains plant in the District.
Two practical consequences for a plumbing call here. A property inside the designated service area has a meter, a public shut-off and a utility to notify; a property outside it has a well and a septic system, and the whole diagnostic path changes. Start with water service line replacement, sewer line repair and cleaning or drain cleaning. A toilet that overflows or will not stop running raises the same question at a smaller scale: whether the fault is in the fixture or somewhere down the line.
Sterling Park: what sixty-year-old houses need now
Sterling Park is the defining building stock here, and unusually for this region its history is precisely documented. Marvin T. Broyhill Jr. bought 1,762 acres in 1961 and partnered with U.S. Steel; the Loudoun County Board of Supervisors approved the project in 1962, and home construction was completed by 1967. The houses were prefabricated ramblers on roughly quarter-acre lots, and Loudoun County’s own charrette report calls the development America’s first planned community.
That produces something you do not get elsewhere on our list: a large, coherent block of single-story houses of near-identical age and construction method, now around sixty years old. Original mechanical equipment in a house of that vintage is long past service life, and the prefabricated construction is not the stick-built norm we meet in most of Northern Virginia — framing, cavities and service routes behave differently once a wall is opened.
We do not publish claims about what specific pipe, panel or wiring types are in these houses, because no source verified that for Sterling. What the age does justify is looking properly before quoting. That applies to small work as much as large: a kitchen faucet whose spare parts went out of production years ago, a bathroom faucet in the same state, a shower valve that may be original to the house, a kitchen sink drain or bathroom sink pop-up that has been patched more than once. It applies to doors as well, since a frame that has had six decades to move usually needs door fitting and installation or weatherstripping and draft sealing rather than a straight swap of the slab.
Electrical panels and circuits in older Sterling homes
- Electrical panel upgrades and replacement
- A house wired for a 1960s rambler load is being asked to run a modern kitchen, a heat pump and a car. Capacity is assessed on site, not assumed.
- Wiring, circuits and troubleshooting
- Intermittent faults, tripping circuits and the additions previous owners made without a permit.
- Outlets, GFCIs and switches
- Kitchens, baths, garages and exterior points, brought up to current protection requirements.
- EV charger installation
- Permitted through Loudoun County, and only after the service capacity is confirmed.
Heating, cooling and water heaters in Sterling
A single-story house with a compact duct run heats and cools differently from the two-story homes common further east, and equipment that was correct in 1965 is rarely correct now. See heating and furnace installation, heat pump repair and installation, air conditioning installation and ductwork repair, sealing and venting.
Water heater replacement is permitted work in Loudoun County like everywhere else we operate: see water heater installation and water heater repair. Kitchen plumbing gets the same on-site look, because putting in a dishwasher or a replacement garbage disposal depends on what the existing supply and drain under the sink can take.
Which utility serves your Sterling address
Sterling sits on a boundary in more than one sense, so the answer is genuinely per-address. Electricity is supplied by Dominion Virginia Power or by NOVEC depending on location. Gas is Columbia Gas or Washington Gas depending on location, with propane where neither has mains. We check the supplier before quoting anything that touches a meter, a service, or a fuel changeover — see gas line installation and repair.
Sterling, and the areas we cover nearby
The shop is in Alexandria and the work runs across Northern Virginia, so Sterling is covered alongside Herndon and Reston — both Fairfax County addresses, and both a different permit office from this one. Everything we cover is listed on service areas. Home repair and exterior work in Sterling starts at siding repair, roof repair and window repair, and runs on to storm door installation, concrete walk and step repair and, on a quarter-acre lot where the ground has had sixty years to settle towards the house, foundation cracks, grading and crawl space work. The phone is answered at any hour for a burst or frozen supply line.
