Plumbing, HVAC, Electrical and Home Repair in the Town of Vienna

An incorporated town with its own water system, its own review boards — and a county building official.

Written price before any work starts · Permits pulled where required · Phones answered 24 hours a day

Last updated: Service area: Vienna

Vienna is an incorporated town inside Fairfax County, and that splits the paperwork in a way most callers do not expect. The Town issues the zoning permit. Fairfax County serves as the building official and reviews structural, mechanical, electrical, plumbing, fire and health-related requirements before issuing permits. Sam & Sons Services is a Virginia-licensed contractor covering Vienna for plumbing, heating and cooling, electrical, handyman and remodeling work, and handles both halves of that permit sequence.

Plumber, electrician and HVAC contractor in Vienna

If you need a plumber in Vienna, an electrician, a furnace or heat pump technician or a handyman, one licensed company covers the lot. Sam & Sons Services LLC works under Virginia DPOR class A contractor license #2705070610, has been trading since 1999 and runs out of Alexandria, covering Northern Virginia. The five trades are plumbing, heating and cooling, electrical, handyman and home repair and remodeling.

Call (703) 256-8080. Nothing is priced over the phone: an estimator comes to the property and hands over a written price before the first fitting is touched.

Vienna permits: town zoning first, Fairfax County second

The Town of Vienna was incorporated in 1890 and runs its own zoning process, but it is not its own building department. In the Town’s own words, Fairfax County serves as the building official and reviews structural, mechanical, electrical, plumbing, fire, and health-related requirements before issuing permits.

  1. Town of Vienna zoning permit. Land use, lot coverage, setbacks and architectural appropriateness are settled at the town counter first.
  2. Fairfax County permit. The building, mechanical, electrical or plumbing permit is then issued by Fairfax County Land Development Services, which can be reached on 703-222-0801 and takes applications through the county PLUS portal.
  3. County inspection. The job closes out with the county inspector, and on permitted work we hold the final portion of the contract until that inspection passes.

This is the reverse of how an incorporated town usually works nearby — Herndon, for instance, is its own building department. Getting the order wrong in Vienna costs a week, not an afternoon, which is why we file both steps rather than handing them back to the homeowner.

The Town of Vienna water system and your plumbing

Vienna operates its own water distribution system and bills for it, serving about 5,600 residential and light commercial customers. The Town does not treat the water: it distributes treated surface water from the Potomac River and the Occoquan Reservoir, supplied through the Fairfax County Water Authority and the Army Corps of Engineers. The public water system identifier is PWSID 6059800, and the Town’s water and sewer customer service line is 703-255-6385. Two things follow from that. A metered, pressure-regulated supply announces a drifting PRV at the fixtures before anywhere else — a kitchen faucet that begins to drip, a bathroom faucet that follows it, a shower valve that hammers or will not hold its temperature — so pressure is checked on those small calls as a matter of course. And the commercial customers on the same system are covered as well, through commercial plumbing for shops, offices and restaurants in town.

Sewage runs through a town-operated collection system billed by the Town. We do not name the treatment plant a Vienna address discharges to, because that could not be verified, and an invented answer is no answer at all. The house end of the system is a different matter: a kitchen sink that empties slowly, a bathroom sink pop-up that no longer seals or a toilet that overflows or runs on is diagnosed at the fixture before anybody starts talking about the line outside.

Water heater installation and replacement
A permitted job here, and one where the expansion tank matters — town distribution, a meter and a pressure reducing valve make a closed system.
Water pressure, PRVs and shut-off valves
Static pressure gets gauged as routine, because a failed PRV shows up as several fittings weeping at once rather than one obvious leak.
Water service line replacement
The buried run between the meter and the house, replaced only once it is proven to be losing water.
Drain cleaning
A single slow fixture is a branch problem. Several at once points at the main line.

Is your address actually inside the Town of Vienna?

This is the single most useful thing on this page. Roughly a third of the Town’s water customers live outside the town limits, so a Vienna water bill is not proof that a property is in town.

It matters because being in town decides whether a Town zoning permit is needed before the county permit, and being outside it means the job is a straight Fairfax County matter like any other unincorporated address. We confirm which side of the line a property sits on before filing anything. If you are unsure, say so when you call rather than reading the utility bill as an answer.

Windover Heights and the Board of Architectural Review in Vienna

Two review bodies sit alongside the permit process here. The Town has a Board of Architectural Review, and north-west Vienna contains the Windover Heights Historic District, described by the Town as a single-family residential neighborhood characterized by older homes, open spaces and tree-lined streets that has remained largely unchanged since the early 1900s.

The Windover Heights Board of Review approves new construction and major exterior alterations visible from public rights-of-way inside that district, issuing a Certificate of Appropriateness. For a trade, the consequence is scheduling: exterior work on a house in the district has an approval step before a permit step before a start date. Plan it in rather than discovering it.

Electrical work and panel permits in Vienna

Electrical permits in Vienna are county permits, reviewed by Fairfax County as building official, with the town zoning step ahead of them where one applies. That sequence is the same whether the work is a service upgrade or a new circuit in a garage.

Home repair, remodeling and additions in Vienna

A remodel in an incorporated town is a paperwork exercise before it is a building exercise. Zoning appropriateness, lot coverage and setbacks are settled with the Town; structure, mechanical, electrical and plumbing are settled with the county. We run both, then build. See kitchen remodeling, bathroom remodeling, basement finishing and home additions. Not every kitchen job is a remodel, though — dishwasher installation is a single visit rather than a paperwork exercise.

Vienna is covered from the Alexandria office along with Oakton, Reston and McLean, and every community we cover is listed on service areas. Emergencies are answered 24 hours a day, including emergency plumbing and heating and furnace repair when a house loses heat overnight, along with the frozen or split pipe that tends to follow the lost heat by a night or two.

Frequently asked questions

Who issues building permits in Vienna, the Town or Fairfax County?

Both have a role, in that order. The Town of Vienna issues the zoning permit, covering land use, lot coverage, setbacks and architectural appropriateness. Fairfax County then serves as the building official and reviews structural, mechanical, electrical, plumbing, fire and health-related requirements before issuing the permit itself. So a Vienna job normally has a town approval and a county permit, not one or the other. We file both, and hold the last portion of the contract until the county inspection passes.

My water bill comes from the Town of Vienna. Does that mean I live in town?

No, and this catches people out regularly. The Town operates its own water distribution system serving about 5,600 residential and light commercial customers, and roughly a third of them are outside the town limits. A Vienna water bill therefore proves who bills you for water, not which jurisdiction you are in. Since being in town decides whether a town zoning permit comes first, we confirm the boundary before filing rather than reading it off a utility statement.

Where does Vienna water come from?

The Town does not treat its own water. It distributes treated surface water drawn from the Potomac River and the Occoquan Reservoir, supplied through the Fairfax County Water Authority and the Army Corps of Engineers, under public water system identifier PWSID 6059800. The Town handles distribution, metering and billing, and its water and sewer customer service line is 703-255-6385. For a plumbing job, the practical point is that the house sits on a metered, pressure-regulated supply that behaves as a closed system.

Do I need a Certificate of Appropriateness in Vienna?

You may, if the property is inside the Windover Heights Historic District in north-west Vienna. The Windover Heights Board of Review approves new construction and major exterior alterations visible from public rights-of-way there and issues a Certificate of Appropriateness. The Town also has a Board of Architectural Review. If your house is in the district and the work changes what the street sees, allow for that approval in the schedule before the permit and the start date.

Which trades do you cover in Vienna?

All five: plumbing, heating and cooling, electrical, handyman and home repair, and remodeling, all under one Virginia DPOR class A contractor license, with one company responsible for all of it. That is useful in a town with a two-stage permit process, because one company files the town and county paperwork and runs every trade on the job. Washington DC is the only place in our service area where the trade list is shorter than five.

How are Vienna jobs priced?

In person and in writing, before work starts. We do not give prices by phone and we do not publish them, because access, pipe and wire material, the age of what is installed, and the permit path all change the job. An estimator visits the property and issues a written price. Labor carries a one-year warranty, with drain cleaning and drain repair excluded.
