Burke is a Census Designated Place in unincorporated Fairfax County, so permits are issued by Fairfax County Land Development Services through the PLUS portal and there is no town office involved. Fairfax Water supplies the area and it drains to the public sewer on the Occoquan side of the county. Much of Burke also sits in a community association, which adds an approval step to exterior work. Sam & Sons Services covers five trades here under one Virginia contractor license — call (703) 256-8080.
Permits for Burke work go through Fairfax County
There is no Burke town government. The county's Census Designated Places listing records Burke as a CDP inside unincorporated Fairfax County, so residential building, electrical, plumbing and mechanical permits are all issued by Fairfax County Land Development Services and applied for through the county's PLUS portal.
The application is held under our contractor license rather than the homeowner's name, the fee is written into the contract before the job starts, and on permitted work the closing payment waits for the county inspector to pass it.
Burke Centre, community associations and exterior approvals
The community association for Burke Centre is the Burke Centre Conservancy. Where a property sits inside an association like that, exterior work carries a second approval alongside the county permit, and the association's own architectural rules — not a contractor's reading of them — decide what an elevation is allowed to look like.
That is a scheduling fact more than anything else. The county permit and the association approval run on separate clocks, so we ask that the association's written approval is in hand before an exterior date is booked and before materials are ordered. If you are not certain which association covers your property, confirm it with them first.
Jobs where this comes up most: siding repair and replacement, roof leak and roof repair, deck, porch and railing repair, fence repair and installation and gutter repair, cleaning and downspouts. Anything else that changes the face of the house sits in the same queue — a storm door added over the entry, a patio or sliding glass door with a failed glass unit, a settled concrete walk or front step, and regrading against the wall under foundation repair. None of those is hard work; the wait for the letter is the long part.
Fairfax Water hardness and Burke water heaters
Burke is on Fairfax Water, which calls its water moderately hard to hard and puts it at 5 to 10 grains per gallon, or 84 to 170 mg/l. Scale at that concentration is the usual reason a tank or a tankless unit falls short of its rated life here, and it shows up first on elements and heat exchangers.
Anode condition, flush intervals, a working expansion tank and a pressure reducing valve that still holds are what decide the outcome — so all four are looked at before anyone recommends replacing a unit. See water heater repair, water heater installation and water pressure, PRVs and shut-off valves. Fixtures take the scale too. A mixer that drips from the spout after the washer has been changed has a scaled cartridge, and that is the ordinary shower valve, kitchen faucet or bathroom faucet call; the same crust narrows a kitchen sink drain and roughens the grind chamber of a garbage disposal until it seizes.
Where Burke wastewater goes, and what actually backs up
Burke is on public sewer, run by Fairfax County DPWES, and sits in the Occoquan drainage. Treatment for this part of the county is split between the Noman M. Cole Jr. facility in Lorton, which takes 67 million gallons a day or about 42% of county flow, and UOSA, which takes 27.6 million gallons a day or about 17%. Which of the two serves a particular Burke address is not something we will assert without checking it.
It rarely matters at the house anyway. What matters is closer in: the branch, the stack and the lateral to the main. Start with drain cleaning, move to sewer line repair if a clearing will not hold, and treat a wet lower level as a sump pump question first. The fixture that backs up most often is the toilet, and a bowl that climbs when it should empty is a clogged toilet call before it is a drain call.
Post-1970 Burke houses, townhouses and their equipment
The Virginia Department of Historic Resources' 2025 Fairfax County survey names Burke Centre among the residential subdivisions developed by the Hazel/Peterson partnership in the post-1970 period, and characterizes Fairfax County development after 1970 as "subdivisions of hundreds of dwellings, townhouse complexes with dozens of units, and apartment buildings as tall as twenty-six stories."
The practical read is that original equipment in housing of that era has usually been replaced once or twice already, so what is in a given house now is a mixed set of ages rather than one vintage. Build-out dates and unit counts we will not quote, because the survey does not give them. Appliances follow the same pattern: by the second or third dishwasher installation in a kitchen, the supply, drain connection and circuit are worth bringing up to current practice rather than reusing.
Electrical and HVAC replacement in Burke
- Electrical panel upgrades
- Capacity, grounding and bonding, filed as its own PLUS permit with its own inspection.
- Heat pump repair and installation
- Sized from the house rather than copied off the old data plate.
- Air conditioning installation
- Where equipment sits in an interior closet, clearance and condensate routing are settled before ordering.
- Ductwork repair and sealing
- Leaking trunks and starved returns, the usual reason an upper floor will not hold temperature.
Remodeling and interior work in Burke
Interior work sits outside association architectural review, which is why basement finishing, bathroom remodeling and flooring installation and repair usually move on the county permit alone. The plumbing and wiring inside them stay on the same contract. The smaller interior jobs never see a reviewer either — bathroom regrouting and recaulking where the tile itself is fine and only the joints have failed, and pocket and barn door repair for a door that has come off its track inside the wall.
